GDPR compliance is costing
you conversion data.

When users decline cookies, you lose their conversion data. Consent Mode v2 tells Google and Meta to model those conversions — so you keep campaign performance without breaking compliance.

ACTIVE

3 ways broken consent setup is hurting your campaigns.

GDPR compliance without Consent Mode v2 means your campaigns are flying blind on 30-40% of conversions.

📉

You're GDPR compliant but your Google Ads performance dropped after adding a cookie banner

Without Consent Mode v2, every user who declines cookies is invisible to Google's smart bidding. Your conversion signals dropped — and your campaigns never recovered.

🔢

Meta can't model conversions for opted-out users

Meta requires specific consent signals to enable conversion modelling. Without them, iOS + opted-out users are a complete blind spot — typically 25-40% of your audience.

🤷

Your cookie banner is on but nobody configured what happens to the data

Most brands install a CMP and think they're done. But without connecting Consent Mode signals to GTM, GA4, and Meta — the consent is meaningless for tracking purposes.

🔍 If even one of these sounds familiar, your tracking is worth checking before your next budget increase.

Compliance Review

GDPR/CCPA compliance check — not legal advice, but technical verification that signals are correct

Issue Category What We Check & Fix Business Impact
GDPR + CCPA Compliance Consent signals verified against actual GDPR and CCPA requirements — not just a cookie banner that looks compliant. Real compliance, not just the appearance of it
Google Modelled Conversions We verify Google Ads is actually receiving and using modelled conversion data for opted-out users. Smart bidding keeps working at full signal
Meta Modelled Conversions Same verification on the Meta side — confirmed in Events Manager, not assumed from the CMP config screen. No silent gap in Meta's optimisation data
Geo-Specific Rules Consent rules configured separately for EU, US, and global traffic — not one blanket setting. Compliant everywhere, restrictive nowhere it doesn't need to be
Verified in Both Dashboards We confirm modelled conversions are actually showing up in Google Ads and Meta Ads Manager before calling it done. Configuration that's proven to work, not just deployed

Real client consent signal report — blurred for confidentiality
This is an actual post-implementation report from a recent project. Client name redacted per NDA.

An eCommerce brand recovered 35% of their conversion data after Consent Mode v2.

They had a basic cookie banner blocking all tags for opted-out users — no Consent Mode, no modelled conversions, just a hard stop on data for roughly a third of visitors. We connected their CMP to GTM's consent initialization, configured modelled conversions for both Google and Meta, and set geo-specific rules so EU traffic stayed fully compliant without over-restricting other regions. Smart bidding recovered the signal it had been missing.

🛡️

Modelled conversions verified before handover.

We don't just configure Consent Mode — we verify that both Google and Meta are actually showing modelled conversion data for opted-out users. If they're not, we fix it.

Every day without Consent Mode v2 is wasted bidding budget.

If 30% of your users are opted out and you're not running Consent Mode v2, your smart bidding is working with 30% less signal than it should. That's not a compliance problem — it's a performance problem.

Common questions.

Ashish Dalal — Founder, TrackThenScale
Building

Hi, I'm Ashish.
I make compliance and performance coexist.

I've seen brands add cookie banners and lose 30% of their conversion data overnight — then blame their agency for the performance drop. The agency wasn't wrong. The Consent Mode setup was missing.

GDPR compliance doesn't have to mean worse campaign performance. Consent Mode v2 exists precisely to solve this problem — but only if it's configured correctly, not just installed.

When I implement Consent Mode v2, I verify that modelled conversions are actually showing up in your dashboards. Configuration is only half the job — verification is the other half.

What is Consent Mode v2?

+

Consent Mode v2 is Google's framework for telling its platforms (GA4, Google Ads) what a user has consented to. When configured correctly, Google models conversions for users who declined cookies — so your smart bidding doesn't lose signal.

Does Consent Mode work for Meta too?

+

Yes — Meta has its own consent mode framework. We configure both Google and Meta consent signals simultaneously via GTM.

What CMP (cookie banner tool) do you work with?

+

We work with CookieYes, Cookiebot, and OneTrust. If you're using a different CMP, ask us — we may be able to work with it.

Do I need Consent Mode v2 if I'm not in Europe?

+

If any of your users are in the EU or UK, yes. Google also strongly recommends Consent Mode globally as privacy regulations expand. Brands in India with EU traffic are affected.

What is the difference between Basic and Advanced Consent Mode?

+

Basic Consent Mode blocks all tracking until consent is given. Advanced Consent Mode sends cookieless pings even before consent — giving Google more signal for modelling. We implement Advanced Mode where possible.

Will modelled conversions be as accurate as real conversions?

+

Modelled conversions are estimates based on similar users who did consent. They're not 100% accurate, but they're significantly better than zero — and they restore your smart bidding signal quality.

What about CCPA for US users?

+

CCPA is an opt-out model (different from GDPR's opt-in). We configure geo-specific consent rules in GTM so US users get a CCPA-compliant experience and EU users get GDPR-compliant.

Do I need a legal review too?

+

Our service is technical — we verify your consent signals are configured correctly for Google and Meta. For legal compliance review of your privacy policy and consent text, you need a legal professional.

How do I know if Consent Mode is working?

+

Both Google Ads and GA4 show a "Consent Mode" status indicator. We verify these show as active with modelled conversions enabled before handover.

Will this affect my existing tracking?

+

Consent Mode v2 works alongside your existing GTM setup — it doesn't replace it. We add the consent initialization layer that all your existing tags then respect.

What happens to users who decline all cookies?

+

They get a cookieless ping (in Advanced Mode) that tells Google the conversion happened — without any personal data. Google then models this into your conversion reports.

How quickly will I see performance recover?

+

Google's smart bidding typically takes 2-4 weeks to adjust after getting new conversion signals. Meta's algorithm is usually faster — 1-2 weeks. We set expectations on the handover call.
